Overview: Participants work as the property management team for a fictional multi-tenant building.  Suddenly, a loud BOOM  shakes your building - a news report blares, “... bombing ... all area buildings must Shelter-in-Place ...”. Now the chaos begins. There are unsettled and angry tenants, radiation detected and tenants needing medicine. How will the property management team handle the situations that arise when tenants and guests are forced to stay inside for a  long period of time? How will they keep the tenants inside and keep the outsiders from getting in?
