# When communication starts affecting response coordination

Communication problems during a disruption rarely begin as a complete breakdown.

More often, they start as small differences in timing, interpretation, and understanding while the situation is still evolving.

One team receives an update before another. A decision changes, but not everyone understands what changed or why. Priorities shift, but different parts of the organization interpret the situation differently as they respond.

Communication is happening, but the organization is no longer operating from the same understanding at the same time.

That is where coordination begins to slip.

This is one of the more difficult operational dynamics to recognize in real time because the problem is not silence. People are actively communicating. The challenge is whether communication is maintaining alignment as conditions, decisions, and priorities continue to evolve.

Over time, even small gaps in interpretation or timing begin affecting response coordination.

This is one of the things a facilitated tabletop exercise can reveal most effectively. Not simply whether communication exists, but whether it helps leadership and operational teams maintain alignment under pressure.
